Methodology

This archive is designed to make strong claims harder to hide behind weak evidence. Every dossier distinguishes the underlying record from interpretation.

Primary records first

Congressional transcripts, agency reports, grant records, archived guidance, and peer-reviewed papers are prioritized. News reporting is used for current proceedings or context and is labeled separately.

Claims are scoped

“Fauci advised,” “NIAID funded,” and “a local government ordered” are different statements. The archive avoids assigning institutional decisions to one person without evidence of direct authority.

Origin theories remain hypotheses

A lab-associated origin may be plausible without proving deliberate engineering. A zoonotic origin may have substantial scientific support without being conclusively established. Those distinctions remain visible.

Constitutional rights are not verdicts

Invoking the Fifth Amendment is documented when it occurs, but it is not described as an admission of guilt. Allegations, pardons, referrals, and hearings are not criminal convictions.

Corrections are part of the record

Dates and conclusions reflect the sources currently indexed. New primary evidence can change a status label, summary, or conclusion.
